On May 31 2010 the General Administration of Customs released Additions to the Rules of Origin for Hong Kong Zero-Tariff Goods and the Additions to the Rules of Origin for Macau Zero-Tariff Goods, both effective from July 1 2010, pursuant to the closer economic partnership arrangements (CEPAs) with Hong Kong and Macau, respectively.
The Hong Kong additions cover:
The Macau additions cover monocarboxylic fatty acids for other industrial use and refined acid oils derived from plants (3823.1900).
There is a procedure for applying to include new goods within the CEPA concessions for import into China. Hong Kong manufacturers must complete and submit a form to the Hong Kong Trade and Industry Department, giving information and production details of the relevant goods.
