According to statistics published by the Philippine Intellectual Property Office, in 2013 Filipino residents filed 193 invention patent applications, compared with 2,881 applications filed by non-residents. During the same year, 1,906 letters patent were granted to non-residents, while Filipino residents secured registration for only seven inventions.
To address this discrepancy, the Technology Application and Promotion Institute (TAPI) and the Association of Patent Agent Qualifying Examinations Professionals Inc (APP) entered into a memorandum of agreement on September 16 2014 to employ the expertise of APP members to assist TAPI in drafting and prosecuting patent applications from IP disclosures of Filipino inventors vetted by the Department of Science and Technology.
APP members will serve as patent agents for inventors who have benefited from the Department of Science and Technology's inventor assistance programme under the Republic Act 7459.
With the memorandum of agreement, TAPI now expects more local inventors to take advantage of its services. It is anticipated that the memorandum of agreement will increase the number of quality local patent filings.
