On November 9 2010 the European Commission published its Croatia 2010 Progress Report on the progress made by Croatia in preparing for EU membership.(1) The report covers the period from October 2009 to the end of September 2010.
Within Chapter 8 (Competition Policy), significant progress has been achieved in the field of antitrust and mergers, with the adoption of the new Croatian Competition Law. Additionally, some progress has been reported in the field of state aid, with the initiation of privatisation tendering procedure for the shipbuilding sector.
However, the commission stated that Croatia needs to take further steps to improve both the Competition Agency's enforcement record against cartels and its administrative capacity. Further improvements are also still needed in relation to state aid.
