The Competition Council of Bosnia and Herzegovina has published its 2013 annual report and its 2014 programme.
At a glance, it is clear that the council faces an increased workload each year as a result of:
During 2013 the council reviewed 49 cases and 30 requests for legal opinions. The total number of cases was 62.5% higher than in 2012. Only six decisions issued by the council were appealed before the courts of Bosnia and Herzegovina, while two claims were accepted.
The total amount of fees and fines collected by the council in 2013 was KM1.4 million (approximately €0.7 million), predominately generated from fines (KM1.3 million or €0.6 million).
The focus of the council's 2014 activities, in addition regular-decision making procedures will establish cooperation with competition bodies from around Europe, as well as with international organisations in the field of competition law (eg, the International Competition Network, the Organisation for Economic Cooperation and Development and the regional initiative Sofia Competition Forum). The council also intends to continue to improve its cooperation with domestic institutions and public bodies, such as regulatory bodies for certain sensitive markets (eg, electricity and telecommunications).
The council has announced that the Competition Act shall be subject to amendments in the second half of 2014. It remains to be seen how the act will be improved.
