Bribery - who is really a public official?

Articles 197 and 198 of the Penal Code prohibit the solicitation and acceptance of bribes by, and the offer and provision of bribes to, public officials. However, the recent reported arrests of an employee of Nippon Telegraph and Telephone East Corporation and, separately, the chairman of another company are reminders of the scope of the 'deemed public official' doctrine in Japanese legislation.
